Position and Functions

The Department of Justice is a specialized agency under the Dien Bien Provincial People's Committee (hereinafter referred to as the "Provincial People's Committee"), responsible for advising and assisting the Provincial People's Committee in state management of the following areas: law-making and implementation; monitoring the enforcement of laws; reviewing and handling legal normative documents; legal education and dissemination; grassroots mediation; civil status affairs; nationality; adoption; lawyers and legal consultancy; legal aid; notary and certification services; judicial expertise; asset auctions; commercial arbitration; commercial mediation; trustees, enterprises managing and liquidating assets, and the profession of asset management and liquidation; bailiffs; registration of secured transactions; state compensation; legal affairs; management of law enforcement regarding administrative violations and other judicial matters as prescribed by law.

The Department of Justice has legal status, its own seal, and an independent account. It operates under the direction and management of the Provincial People's Committee regarding its organization and staffing, while also complying with the guidance, inspection, and professional supervision of the Ministry of Justice.
