Dai Nam Son Company surveys and invests in Pumped Storage Hydropower and Tourism-Commercial Projects in Dien Bien province
On the afternoon of May 28, a delegation from Dai Nam Son Design Consulting and Construction Investment Joint Stock Company, led by Mr. Pham Dinh Huynh, Chairman of the Board, had a working session with the Dien Bien Provincial People's Committee regarding the survey and investment in a pumped storage hydropower project; a commercial service development project in connection with ecological tourism; and the cultivation and processing of medicinal plants and specialty crops in Muong Lay Town, Dien Bien Province.

Attending and working with the delegation on behalf of Dien Bien province were Mr. Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Lo Van Cuong, Vice Chairman of the Provincial People's Committee, along with leaders from relevant departments and local authorities. Also attending were partners of Dai Nam Son Design Consulting and Construction Investment Joint Stock Company.
Introducing the company’s history, development, and objectives, Mr. Pham Dinh Huynh, Chairman of the Board, stated that besides activities in business, investment and real estate development; trade and service development in the field of agricultural and food products; development of an ecological culinary tourism chain; and the health and medical sector, the company also focuses on developing and investing in energy projects: hydropower, pumped storage hydropower, solar power, and wind power. These aim to protect the ecological environment through investment in clean agricultural production models, environmentally friendly products, and renewable energy.

At the meeting, Mr. Pham Dinh Huynh expressed the desire to conduct research, surveys, and prepare investment projects for the construction of pumped storage hydropower and a commercial service development project tied to ecological tourism in Muong Lay Town.

Speaking at the meeting, Mr. Le Thanh Do – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee – welcomed the delegation from Dai Nam Son Company who came to explore and survey investment opportunities in Dien Bien Province. On this occasion, he provided a brief overview of the province's geographical location, potential, and strengths. He also emphasized that the company’s proposal to survey and develop the Muong Lay pumped storage hydropower project aligns well with the province’s development goals and directions.
According to the National Power Development Plan for 2021–2030, with a vision to 2050 (Power Development Plan VIII) approved by the Prime Minister under Decision No. 768/QD-TTg dated April 15, 2025, Dien Bien Province has been approved for the Dien Bien 3 Pumped Storage Hydropower Plant project with a total expected capacity of 800 MW. Phase 1 (2025–2030) is expected to have a capacity of 400 MW; Phase 2 (2031–2035) is expected to have another 400 MW. Currently, the Ministry of Industry and Trade is compiling and advising the government to approve the implementation plan for Power Development Plan VIII.
The Chairman of the Provincial People's Committee added that recently, the Infrastructure and Transport Construction Investment Joint Stock Company (INTRACOM) conducted research and proposed the addition of pumped storage hydropower projects to the provincial planning, including the Dien Bien 3 Pumped Storage Hydropower Project.
On May 29, the delegation conducted a field survey of the Dien Bien 3 Pumped Storage Hydropower Project (Phase 1), as well as the commercial service development project connected with ecological tourism and the cultivation and processing of medicinal plants and specialty crops in Muong Lay Town./.
