Position and Functions

The Department of Construction is a specialized agency under the Provincial People's Committee, performing the function of state management in the following areas: construction planning and architecture; construction investment activities; urban and rural development; technical infrastructure; housing; the real estate market; building materials; and transportation (excluding the tasks of examination and issuance of road motor vehicle driving licenses).

The Department of Construction has legal status, its own seal, and an independent account as prescribed by law. It operates under the direct management, direction, and administration of the Provincial People's Committee regarding its organizational structure, personnel, and activities, while also complying with the guidance, inspection, and professional instructions of the Ministry of Construction.
