Position and Functions

The Department of Finance of Dien Bien Province is a specialized agency under the Dien Bien Provincial People's Committee. It performs the function of advising and assisting the Provincial People's Committee in state management of the following areas: finance; state budget; taxes, fees, charges, and other state budget revenues; state assets; state financial funds; financial investment; corporate finance; accounting; independent auditing; pricing; and financial service activities within the locality as prescribed by law. It is also responsible for compiling economic and social development planning; implementing and proposing mechanisms and policies for economic and social management within the province; managing domestic and foreign investment in the locality; overseeing official development assistance (ODA) and non-governmental aid; bidding; business registration; compiling data on enterprises, collective economy, cooperatives, private economy, households, and other economic organizations; and providing public services under its state management jurisdiction as prescribed by law.

The Department of Finance of Dien Bien Province has legal status, its own seal, and an independent account. It operates under the direction and management of the Provincial People's Committee regarding its organization, staffing, and operations, while also complying with the guidance, inspection, and professional supervision of the Ministry of Finance.
