 Position and Functions

The Department of Foreign Affairs of Dien Bien Province is a specialized agency under the Provincial People's Committee. It functions as an advisory body, assisting the Provincial People's Committee in state management of foreign affairs and local management of national border and territorial matters, as well as public services under the Department’s jurisdiction as prescribed by law.

The Department of Foreign Affairs has legal status, its own seal, and an independent account. It operates under the direction and management of the Provincial People's Committee regarding its organization, staffing, and activities, while also complying with the guidance, supervision, and professional inspection of the Ministry of Foreign Affairs.
