Position and Functions

The Department of Health is a specialized agency under the Provincial People's Committee, responsible for advising and assisting the Provincial People's Committee in performing state management functions in the following areas: preventive medicine; medical examination and treatment; rehabilitation; medical, forensic, and psychiatric forensics; traditional medicine and pharmacy; reproductive health; medical equipment; pharmaceuticals; cosmetics; food safety; health insurance; population affairs; child welfare; management and use of the Child Protection Fund; social welfare; and prevention of social evils (excluding drug addiction treatment and post-rehabilitation management).

The Department of Health has legal status, its own seal, and an independent account. It operates under the direction and management of the Provincial People's Committee regarding its organization, staffing, and activities, while also complying with the guidance, inspection, and professional supervision of the Ministry of Health.
