Position and Functions

The Department of Home Affairs of Dien Bien Province is a specialized agency under the Dien Bien Provincial People's Committee. It performs the function of advising and assisting the Provincial People's Committee in state management of the following areas: organizational structure; job positions, staffing of civil servants, and the classification structure of civil servants in state administrative agencies and organizations; job positions, the structure of public employees by professional titles, and the number of employees in public service units; labor, wages, and employment; administrative reform, reform of the civil service and public service system, and policies for people with meritorious services; gender equality; local government; administrative boundaries; civil servants, public employees; commune-level civil servants and part-time workers at the commune level, villages, and residential groups; training and fostering of civil servants, public employees, and commune-level civil servants; associations and non-governmental organizations; state archives and documentation; youth affairs; emulation and commendation; social insurance; occupational safety and hygiene.

The Department of Home Affairs of Dien Bien Province has legal status, its own seal, and an independent account. It operates under the direction and management of the Dien Bien Provincial People's Committee regarding its organization, staffing, and operations, while also complying with the guidance, inspection, and professional instructions of the Ministry of Home Affairs.
