Position and Functions

The Department of Industry and Trade is a specialized agency under the Dien Bien Provincial People's Committee, responsible for advising and assisting the Provincial People's Committee in state management of industry and trade, including the following sectors and fields: mechanical engineering; metallurgy; electricity; new energy; renewable energy; efficient and economical energy use; petroleum (if applicable); chemicals; industrial explosives; mining and mineral processing industries (excluding common construction materials); consumer industries; food industries; supporting industries; environmental industries; other processing industries; handicrafts; industrial promotion; commercial activities and goods circulation within the province; sustainable production and consumption; import and export; border trade; logistics services; trade promotion; e-commerce; commercial services; competition management; market regulation; consumer rights protection and management of multi-level marketing businesses; trade defense; international economic integration; and management of industrial clusters within Dien Bien Province.

The Department of Industry and Trade has legal status, its own seal, and an independent account. It operates under the direction and management of the Dien Bien Provincial People's Committee regarding its organization, staffing, and operations, while also complying with the guidance, inspection, and professional supervision of the Ministry of Industry and Trade.
