On the morning of March 9th, at the headquarters of the Provincial People’s Committee, Comrade Le Van Luong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, together with leaders of several provincial departments and agencies, received and worked with the delegations of Phongsaly and Oudomxay provinces (Lao People’s Democratic Republic), who came to attend the opening ceremony of the 2026 Ban Flower Festival and related activities within the framework of the Festival.

The delegation of Phongsaly Province was led by Mr. Santhikeo Nhasan, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Administration Committee; the delegation of Oudomxay Province was led by Mr.Souvat Mahavongsa Nan, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial Administration Committee.

At the courtesy meeting, Chairman of the Provincial People’s Committee Le Van Luong expressed his pleasure in welcoming the delegations of the two Northern Lao provinces to attend the 2026 Ban Flower Festival. He emphasized that the visit was a meaningful activity contributing to strengthening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in general, and between Dien Bien Province and the Northern Lao provinces in particular.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee Le Van Luong provided an overview of the province’s socio-economic situation to the delegation.

Providing an overview of the province’s socio-economic development, Chairman of the Provincial People’s Committee Le Van Luong said that in 2025 the province’s Gross Regional Domestic Product (GRDP) was estimated at VND 17,547.78 billion, an increase of 7.34% compared to the previous year; in the first two months of 2026, total social investment capital reached VND 2,484.08 billion, up 15.08% compared to the same period. The sectors of industry, trade, services and tourism continued to maintain growth momentum; the investment and business environment had improved, attracting the interest of many enterprises and investors.

In recent years, cooperative relations between Dien Bien Province and the two provinces of Phongsaly and Oudomxay had been continuously strengthened and developed, especially after the parties signed a Memorandum of Understanding on cooperation in December 2024 in Dien Bien Province.

Leaders of provincial departments and agencies of Dien Bien Province attended the working session with the delegation of the two Northern Lao provinces.

In the coming time, Dien Bien Province proposed that the parties continue to increase delegation exchanges; promote cooperation in the fields of economy, trade and tourism; create favorable conditions for enterprises of both sides to explore investment opportunities and develop tourism routes connecting Dien Bien with the Northern Lao provinces. At the same time, the province called for stronger coordination among functional forces in maintaining security and order in border areas, combating crime, and maintaining a peaceful, friendly and developing border line.

The delegations of the two Northern Lao provinces paid a courtesy visit to the leaders of Dien Bien Province.

Speaking at the meeting, leaders of Phongsaly and Oudomxay provinces thanked Dien Bien Province for the warm and respectful reception, and affirmed that they would continue to coordinate closely to further promote practical and effective cooperation activities, contributing to nurturing the traditional friendship between Vietnam and Laos.
