Following the success of the Hoa Ban Beauty Contest in 2017, 2019, and 2023, the 2025 edition, themed "Graceful Hoa Ban," is expected to be organized by Dien Bien Province from January to March 16, 2025, in Dien Bien Phu City, with a regional-scale competition.

The contest is open to Vietnamese female citizens who were born and raised in the expanded Northwest provinces, currently live, study, or work in the expanded Northwest provinces, or have their hometown in the expanded Northwest provinces but currently reside and work elsewhere. Eligible contestants must be born between 1998 and 2007, verified by a valid Citizen Identification Card or Passport. They must be in good health, possess good moral character, have never given birth, be high school graduates or equivalent, or currently be in 12th grade. The minimum height requirement is 1.60m, and contestants must have a well-proportioned appearance with natural beauty, with no history of cosmetic surgery or gender transition. Contestants must comply with state laws, have no criminal record, and not be under criminal investigation. They should maintain a virtuous and healthy lifestyle, be diligent in studies, work, and social activities, and show filial piety towards parents and elders. Contestants who have won the Hoa Ban Beauty title in previous contests (2017, 2019, 2023) are not eligible to participate.

The preliminary round will be held in the expanded Northwest provinces, where local selections will take place in February 2025, and results must be submitted to the Organizing Committee by February 28, 2025. In Dien Bien Province, the preliminary round will take place from February 21 to 28, 2025, at the Dien Bien Provincial Culture and Cinema Center. Contestants who pass the preliminary round will be summoned to the Contestant House for training and participation in the next rounds, scheduled from March 5 to 16, 2025, in Dien Bien Phu City.

Each contestant must submit two sets of application documents, including the contest application form (Form No. 01 attached to the regulations), a certified copy of the birth certificate, a personal resume (certified by the local government, workplace, or educational institution), a certified copy of one of the following documents: high school diploma, temporary graduation certificate, or confirmation letter from the current school, a certified copy of a valid Citizen Identification Card or Passport, a health certificate issued within three months before the application date, three photos (15cm x 20cm) including one portrait, one full-body photo, and one in a bikini or one-piece swimsuit, with the contestant’s full name and date of birth clearly written on the back. Photos must not be edited, tampered with, or taken more than three months before the submission date. Contestants born in 2007 who have not yet turned 18 by February 28, 2025, must submit a guardian consent form (Form No. 02 attached to the regulations). The application envelope must be labeled “Hoa Ban Beauty Contest 2025 Application”, and the Organizing Committee will not return submitted applications. Contestants who qualify for the Preliminary and Final rounds must sign a contestant commitment form (Form No. 03 attached to the regulations).

Applications will be accepted from the launch date until February 20, 2025, at the Dien Bien Provincial Culture and Cinema Center (To 1, Muong Thanh Ward, Dien Bien Phu City, Dien Bien Province, Tel: 0215.3825.297 - Mobile: 0812.949.299). Independent contestants may submit their applications directly or via postal mail to the Organizing Committee and are responsible for the accuracy of the information provided. Contestants registering through organizations, institutions, or local authorities must submit their applications through the respective bodies, which will forward them to the Organizing Committee. In the expanded Northwest provinces, contestants must submit applications to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports of their respective provinces.

The Preliminary Round will take place from March 10 to 15, 2025, at various locations in Dien Bien Phu City, including Quang truong 7-5, the Dien Bien Provincial Social Protection Center, the Dien Bien Phu Cultural Exchange and Tourism Information Center, and several ecotourism sites and historical landmarks in Dien Bien Province. Contestants will compete in three categories: Hoa Ban Beauty through Photography (March 10-15, 2025), Friendly Beauty (March 13, 2025, evaluated through social and volunteer activities), and Stage Performances (March 14, 2025), which include showcasing traditional Ao Dai, ethnic costumes, swimwear, and a talent competition at the Dien Bien Phu Cultural Exchange and Tourism Information Center.

The Final Round and Winner Announcement will take place at 8:00 PM on March 16, 2025, at Quang truong 7-5, Dien Bien Phu City, featuring the top contestants who pass the Preliminary Round. The final performances will include Traditional Ethnic Costumes of Northwest Vietnam, Evening Gowns, Swimwear, and a Q&A session for the top five contestants. After three rounds of performances, the judges will announce the five highest-scoring contestants who will proceed to the Q&A round. Based on their answers, the judges will determine the winner of the Hoa Ban Beauty Contest 2025 and other awards.

The Organizing Committee will present the following awards: The Hoa Ban Beauty Winner will receive a crown, the Hoa Ban Beauty 2025 sash, and a cash prize of 100 million VND. The Second Place Winner will receive a certificate, a sash, and a cash prize of 50 million VND, while the Third Place Winner will receive a certificate, a sash, and a cash prize of 20 million VND. Additional awards, each with a cash prize of 10 million VND, include Best Q&A Performance, Most Beautiful Face, Best Ao Dai Performance, Best Evening Gown Performance, Best Ethnic Costume Performance, Best Swimwear Performance, Best Photogenic, Most Talented Contestant, Most Friendly Contestant, and Audience’s Favorite Contestant. Contestants participating in the Hoa Ban Beauty Contest 2025 will also receive gifts from the Organizing Committee and sponsors, if applicable.

This contest is one of the key events of the Hoa Ban Festival 2025 and the 8th Culture, Sports, and Tourism Festival of Dien Bien Province, serving as a major attraction for the public and media, contributing to the overall success of the festival. The event aims to promote and preserve the cultural heritage of Dien Bien and the Northwest region, integrating it with socio-economic development. It also seeks to foster aesthetic appreciation and honor the intelligence, morality, physique, and beauty of Vietnamese women, particularly those from Dien Bien and the Northwest, in line with Resolution No. 13 dated December 10, 2014, of the Dien Bien Provincial Party Committee, which focuses on building and developing the culture and people of Dien Bien to meet the province's growth requirements.
