With the goal of developing Dien Bien province quickly and sustainably, Dien Bien has been implementing many synchronous solutions to attract investment and create momentum for local socio-economic development.

Dien Bien's Provincial Competitiveness Index (PCI) in 2023 increased by 31 places compared to 2022. 

Dien Bien 's breakthrough in recent years must include a marked improvement in the investment and business environment, mobilizing resources from economic sectors, attracting investment with very positive changes . Annual conferences to meet investors organized by the province present the advantages and potentials of the province for investors to choose to invest in their fields. Administrative procedures, land, and support for site clearance are promptly resolved. Difficulties and obstacles for businesses in implementing investment projects have been approved in principle.

The 2023 PCI Provincial Competitiveness Index ranking, up 31 places compared to 2022, is a recognition by the business community of the local government's efforts in reform, innovation and creativity in recent times. This result also recognizes the province's efforts in improving the investment and business environment; affirming the determination and creativity in direction and administration, with the motto "taking people and businesses as the center of service".

Currently, Dien Bien is the only locality in the Northwest region with a commercial airport that can accommodate large aircraft A320, A321 and equivalent, with both road and air traffic connections. Thanks to that, Dien Bien has attracted investment in many domestic and foreign investment programs and projects.

With many synchronous solutions, Dien Bien has attracted many investors and leading economic groups in the country such as VinGroup, Sun Group, Hai Phat, Muong Thanh... to invest in potential and strong fields such as tourism, services, agriculture - forestry, real estate. In the first 6 months of 2024, the province decided to approve the investment policy for 7 projects with a total registered investment capital of nearly 2,000 billion VND.

Muong Thanh Luxury Dien Bien Hotel Project is the second hotel project that Muong Thanh Group has implemented in Dien Bien Phu city with a total investment of 230 billion VND.  With the province's support in completing the procedures and site clearance, the project was approved for investment and started construction in May 2024, expected to be operational in the second quarter of 2025.

Accordingly, the project scale is built on an area of ​​nearly 2,600 m2 with a construction area of ​​nearly 20,000 m2, including 2 basements and 12 floors above ground with a total height of nearly 57 m with 192 hotel rooms. The location is the Dien Bien provincial bus station (old), on street 2, Thanh Binh ward, Dien Bien Phu city.

In recent years, the quality of  economic management at the provincial level in Dien Bien has improved significantly. Administrative reform in Dien Bien has clearly changed; the province's socio-economic infrastructure continues to be strengthened, the appearance of urban areas and many rural areas has changed and progressed; social security is ensured, the rate of poor and near-poor households has decreased, and the lives of people of all ethnic groups have gradually improved and enhanced.

In the coming time, Dien Bien will continue to implement solutions to create an open and favorable investment and business environment, attract investment, develop production and business, etc., contributing to promoting local socio-economic development. 

Regarding economic management activities and building a favorable business environment for business development, Mr. Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Dien Bien province said, "The province will continue to organize conferences to evaluate this index and make additional adjustments to have specific solutions for implementation. The companionship of authorities at all levels, also known as the pioneering spirit of leaders, is also a very important issue that the province needs to continue to improve to improve the ranking and increase the index scores of these indicators."
