Expectations from the Son La – Dien Bien expressway: Driving regional connectivity and economic restructuring in the Northwest

In the national transport infrastructure development strategy, expressways are considered the “backbone” reshaping development space. For Dien Bien and the Northwest region, the construction of the Son La – Dien Bien – Tay Trang Border Gate Expressway (Phase 1) is not merely a transport project, but a strategic lever, opening up new development space, promoting regional connectivity, and restructuring the economy sustainably, gradually becoming a driving region on the national economic map.

Design of the Son La – Dien Bien – Tay Trang Expressway (Phase 1) was approved by the Dien Bien Provincial People’s Council during its 28th Session, 15th Provincial People’s Council, held on the morning of March 13, 2026.

According to the Pre-Feasibility Study Appraisal Report, the project has a total length of approximately 48.3 km, starting at Km0+00 (the boundary between Son La and Dien Bien provinces), connecting with the CT.03 expressway segment in Son La; and ending at IC.5 interchange, Km48+300, connecting with Muong Thanh Ward, Dien Bien Province. The total estimated investment is VND 23,252 billion, to be implemented during 2026–2030.

To carry out the project, Dien Bien plans to convert 145.24 ha of forest land (including protection forest, special-use forest, production forest, and non-forestry planned forest). The project is divided into two components: Component 1 covers compensation, support, resettlement, and site clearance; the total estimated investment is VND 1,424 billion, fully funded by the local budget, implemented during 2026 – 2028; Component 2, implemented during 2026–2030, covers construction of the expressway segment, with a total estimated investment of VND 21,828 billion from the central budget.

The expressway will gradually complete the Hanoi – Hoa Binh – Son La – Dien Bien expressway axis. Beyond its large-scale investment, the project is strategically significant for inter-regional and cross-border connectivity, especially as the terminal point is planned to connect with Tay Trang International Border Gate – a key gateway for trade with Laos.

Resolution No. 292/NQ-HĐND dated March 13, 2026 of the Provincial People’s Council emphasizes that investing in the expressway will contribute to completing a modern, synchronous transport infrastructure system, driving socio-economic development, enhancing competitiveness, and improving people’s living standards.

Historically, the Northwest has faced high logistics costs and limited connectivity, leaving much potential untapped. Agricultural products, tourism, and border trade have all been directly affected by weak infrastructure. The expressway will fundamentally change this situation, enabling Dien Bien, a remote border province, to become an important connection point in the East–West economic corridor, linking Hanoi and northern Laos.

The expressway will not only reduce geographical distance but also facilitate the flow of goods, services, labor, and investment. Localities will no longer develop in isolation but will participate in shared value chains, forming inter-provincial economic clusters, particularly in commercial agriculture, processing, and tourism. Reduced costs will provide businesses with more room to expand production, improve product quality, and access larger markets, laying the foundation for enhancing the competitiveness of the local economy.

In particular, together with the upgraded Dien Bien Phu Airport, the expressway will form a road–air infrastructure pair, significantly boosting investment attraction and service development.

Dien Bien possesses rich tourism potential, from history (Dien Bien Phu Battlefield), culture (ethnic identity), to nature (Pa Khoang Lake, pristine forests). However, transport limitations have hindered tourist arrivals from matching the potential. The expressway will shorten travel time from Hanoi and neighboring provinces, attracting tourists, especially high-quality segments. Tourism will then become a key economic sector, one of the three strategic breakthroughs set at the 15th Provincial Party Congress (2025–2030).

Meanwhile, Tay Trang International Border Gate plays a critical role in Vietnam–Laos trade. The expressway will enhance goods circulation, contributing to the development of logistics centers, warehouses, and cross-border commercial services, laying the groundwork for Dien Bien to gradually become the “trade gateway” of the Northwest region.

During his visit and working session on March 8, 2026, regarding the province’s proposal for the Son La – Dien Bien – Tay Trang Expressway investment, Prime Minister Pham Minh Chinh approved the Provincial People’s Committee of Dien Bien as the project’s managing authority under the public investment model. He emphasized that “compensation, site clearance, and resettlement costs will be covered by Dien Bien’s budget; the central budget will support construction costs.” This represents both an opportunity and a major responsibility for the province. Proactive implementation will help shorten investment preparation time and allow flexible project management.

It is evident that areas with advanced infrastructure develop faster. For Dien Bien, the Son La – Dien Bien Expressway is an opportunity to change its position. The expressway will complete the inter-regional transport network, attract investment in industry and services, create jobs, increase income for local people, and ensure border security. More importantly, it will lay the foundation for Dien Bien and the entire Northwest region to enter a new development phase – confident, proactive, and deeply integrated, becoming a driving region on the national economic map./.
