Master plan announced for preservation and restoration of Dien Bien Phu Battlefield Special National Historical Relic
On the afternoon of March 24, at the Provincial Investment, Trade and Tourism Promotion Center, the Dien Bien Provincial Department of Culture, Sports and Tourism held a conference to announce the Master Plan for the preservation and restoration of the Special National Historical Relic Dien Bien Phu Battlefield. Attending the conference was Comrade Nguyen Minh Phu, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

At the conference, Comrade Nguyen Hoang Hiep, Deputy Director of the Department of Culture, Sports and Tourism announced Decision No. 135/QD-TTg dated January 19, 2026 of the Prime Minister approving the Master Plan for the preservation and restoration of the Special National Historical Relic Dien Bien Phu Battlefield.
According to the Decision, the planning scope includes communes and wards with component relic sites of the Dien Bien Phu Battlefield complex, covering a total area of about 358 hectares. Of this, the relic protection area was about 281 hectares, including 46 component relic sites and 4 proposed additions; the expansion area was about 77 hectares to protect the landscape, connect relic sites, and support tourism development.
The plan aimed to fully identify the outstanding historical values of the Dien Bien Phu Battlefield; preserve, restore, and gradually rehabilitate relic sites to ensure long-term conservation, recreate the former battlefield space, while educating about revolutionary traditions and honoring heroic martyrs. It also sought to promote the relic’s value in association with sustainable tourism development, establishing Dien Bien as a tourism hub of the Northern Midlands and Mountainous Region.
Delegates visited the spatial organization of the Master Plan for preservation and restoration of Dien Bien Phu Battlefield Special National Historical Relic, Dien Bien Province.
The plan clearly defined functional zones, including the relic protection zone and the tourism-linked value promotion zone; preservation, restoration, and rehabilitation followed the principle of maximizing original features, limiting concrete construction, prioritizing reconstruction of historically significant structures such as trenches, command huts, and battle positions, while applying modern technology in exhibitions, interpretation, and historical reenactment.
The relic space was organized into three main areas: “Former Battlefield” in the Muong Thanh Basin; “Song of Victory” in Muong Phang; and “Legendary Route” in the Pha Din Pass area; creating a cohesive link between conservation, historical education, and tourism development.
The plan also set out measures for technical infrastructure development, preservation of intangible cultural heritage, development of distinctive tourism products, mobilization of investment resources, and strengthening the management and protection of relic sites. The implementation period was from 2026 to 2035, with a vision to 2050.
Vice Chairman of the Provincial People's Committee Nguyen Minh Phu spoke at the conference.
In his remarks, Vice Chairman Nguyen Minh Phu emphasized that implementing the Plan carried long-term strategic significance and provided an important basis for preserving and promoting the value of the Dien Bien Phu Battlefield relic. He requested the Department of Culture, Sports and Tourism to lead the implementation, develop a project list, and mobilize investment resources. Relevant departments and sectors were required to closely coordinate in appraisal, capital allocation, land management, and supervision to ensure compliance and synchronization. People’s Committees of communes and wards were required to strengthen management and protection of relic sites and actively promote public participation in preservation activities. At the same time, tourism development associated with the relic should be promoted while safeguarding its value and landscape. These efforts aimed to contribute to socio-economic development and the sustainable advancement of Dien Bien.
The conference publicly announced the Master Plan approved by the Prime Minister, providing a basis for authorities, sectors, organizations, enterprises, and the public to understand the contents, scope, and management regulations within the relic area, ensuring consistent implementation. It also aimed to raise community awareness and responsibility in preserving and promoting the value of the Special National Historical Relic Dien Bien Phu Battlefield linked to tourism and sustainable socio-economic development, fostering consensus, social engagement, and dissemination of the relic’s image and value, while enabling agencies, organizations, and individuals to participate in feedback, supervision, and compliance with regulations on relic protection./.
